Spinning reel bail problem?

I bought an rf fishing pole from walmart for my lil bro to go fishing with, and when you try to reel it back into the reel, the bail flips back, turns to almost a full spin, then it flips back into release. All it will let me do is release line, not reel in, any clue why?
