Does Operation Northwoods show that the government is capable of creating possible fake attacks like 9/11?

Operation Northwoods does not even compare to 9/11. People who draw this comparison are claiming that a document which shows that the government was NOT willing to fake the deaths of a few of its citizens, is somehow proof that they were ACTUALLY willing to kill 3000 of them.
